The seven members of the Board of Trustees are selected 1 from area (1) the Manzanita, School District, 4 from area (2) the old Gridley Elementary School District, and 2 from area (3) at-large, by voters of the school district to serve four-year terms. Responsibilities of the Board include: adopting the annual budget; approving all expenditures; establishing district policies; authorizing employment of personnel; approving curriculum, textbooks and courses of study; and approving all contracts.
Board Meetings…
Regular meetings of the Board are normally held on the first and third Wednesday of each month at 5:30 p.m. The first hour of the meeting in normally devoted to closed session items and the public meeting usually starts promptly at 6:30 p.m. The meetings are held at the district office at 429 Magnolia Street, Gridley, California.
Special meetings may be called when necessary. Special meeting agendas are posted 24 hours prior to the meeting. All meetings other than closed session are open to the public.
Information regarding the dates, times and locations of Board meetings may be obtained by calling the district at 846-4721. Meeting notices may also be found in the Gridley Herald, the District Office and all school sites.
Board Agendas…
For all regular and special meetings, the Board follows and acts upon an agenda. At least 72 hours prior to each regular meeting (24 hours for a special meeting) an agenda is posted at each school site and the District Office. Complete agenda materials, including support materials for each item, are available at the District Office and school sites. Agendas are also available at the entrance of the meeting room prior to each meeting.
The Consent Agenda includes multiple items that are considered routine. All Consent Agenda items are acted upon by one motion, with no discussion. However, Board Members may request that an item be removed from the Consent Agenda for separate discussion and action.

Below is the usual order of business followed by the Board. If a substantial number of individuals wish to address a particular action item, or at the request of the Board President, the Board may change the order of business to accommodate those wishing to speak.

Closed Sessions…
On occasion it is necessary for the Board to meet privately in a closed session to discuss certain items as permitted by law. Matters for closed session normally involve personnel selection and termination, pupil disciplinary action, legal proceedings, and employer-employee relations.
Meeting Minutes…
Minutes record all action taken by the Board of Trustees. Once adopted by the Board of Trustees, the Minutes are public record and are available for review at the District Office.

Addressing the Board…
Any individual or group may address the Board of Trustees concerning any item that is listed on the meeting agenda, or on any subject that is within the Board’s authority. Comments or written requests should be addressed to the Board as a whole, rather than an individual member or District employee.
When you are recognized by the Board President, move to the podium and preface your comments with your name and home address.
If the subject you wish to discuss is not on the published agenda, you will be called to speak during the “Communications from the Audience” portion of the agenda. The Board cannot act on an item or issue that is not part of the agenda. The Board President may refer the matter to the Superintendent for study and for recommendations at a future meeting.
Time Limits for Speakers…
The time allotted to any individual speaker is three minutes. However, when several individuals wish to address the same issue, the Board reserves the right to alter the time allowance.
Proper Discussion Conduct…
Remarks made by any person addressing the Board, which reflect adversely on political, religious or racial views or on the character or motives of a person or group of people are considered to be out of order. Interruptions or other interference with the orderly conduct of Board business will not be allowed.
Personnel Matters…
Charges or complaints against an individual employee during a Board meeting are not permitted. Board policy and employee contracts provide for employee complaint resolution at the lowest level first. Please contact the employee or the employee’s supervisor to seek resolution prior to addressing the Board. All such complaints and charges must be presented to the Board in writing, with support materials, and signed by the person(s) sending the complaint. These matters will be referred to the Superintendent for investigation and a confidential report will be made
