Upward Bound's Purpose

Upward Bound generates skills and motivation necessary for success in education beyond high school among low-income and potential first generation college students who are enrolled in high school.

Upward Bound History

Upward Bound was created by the 1964 Economic Opportunities Act. A year later, Upward Bound joined two other special programs for students from disadvantaged backgrounds, Talent Search and Student Support Services, under authorization of Title IV of the Higher Education Act of 1965. The three programs were referred to as "TRIO."

The original application for an Upward Bound program at CSU, Chico was written by Dr. Donald Gerth, the current president of CSU, Sacramento. The program was awarded in 1965, and the University has had continuous funding for the program since then. Upward Bound is one of the oldest programs in the country and the grant with the longest continuous operation on campus.
